1.0 Policy Purpose
The purpose of this policy is to establish the authority of Brown University’s Behavioral Assessment and Response Team (BART), to assess and mitigate the risk of physical harm, and support the safety and well-being of those involved, when Brown becomes aware that a member of the Brown Community exhibits, or is subject to, threatening or other significantly concerning (or disruptive) behavior that may reasonably pose a risk of physical harm to the safety of others or to the safety of themselves and others.
2.0 To Whom the Policy Applies
This policy applies to all members of the Brown Community.
3.0 Policy Statement
Brown University is committed to supporting the safety and well-being of all in the Brown Community. Accordingly, when Brown receives a report that a member of the Brown Community exhibits, or is subject to, threatening or other significantly concerning (or disruptive) behavior that may reasonably pose a risk of physical harm to the safety of others or to the safety of themselves and others, Brown will take appropriate action to assess and mitigate the risk of physical harm, and support the safety and well-being of those involved.
3.1 Behavioral Assessment and Response Team
To fulfill this commitment, Brown shall appoint members of a multi-disciplinary BART charged with taking or overseeing appropriate actions to assess and mitigate the risk of physical harm and to support safety and well-being. The BART shall be convened by the Chief Risk Officer or that position's designee; shall include representatives from appropriate offices serving students, faculty, and staff; and shall receive ongoing legal advice from the Office of General Counsel, with the option to involve other offices or individuals within or outside Brown as needed for additional subject-matter expertise.
The BART will assess reports of concerning behaviors by members of the Brown Community that may reasonably pose a risk of physical harm to the safety of others or to the safety of themselves and others. The BART is charged with conducting a behavioral threat assessment to guide appropriate actions, interventions, and/or support, including the development of a Threat Management Plan when appropriate; and with referring implementation of actions, intervention, or support to appropriate processes and offices either within or outside Brown.
The BART’s goals are to:
- Support and enhance the safety and well-being of the Brown Community
- Foster a safe and supportive environment
- Prevent physical harm by identifying individuals at risk of harm, assessing that risk, and providing timely support for all affected (balancing the needs of the Subject(s) of Concern with the needs of those affected by the Subject(s) of Concern’s behavior).
3.2 Composition of the BART
The BART is composed of representatives from departments or functions across Brown with relevant expertise to assess whether a Subject of Concern may reasonably pose a risk of harm. When a BART member receives a credible report that meets the Assessment Criteria, the BART is convened by the Chief Risk Officer1 and will include the following and/or their delegates.
- The Vice President for Public Safety and Emergency Management (DPSEM)
- The Dean of Students
- The Deputy Provost
- The Director of Employee and Labor Relations
- The VP of Student Health and Wellness
- The AVP of Institutional Equity & Compliance
- The Chief Risk Officer
- Other(s) as needed
When convened, the BART shall be advised by an attorney from the Office of the General Counsel (OGC).

3.3 Reporting of Threats of Physical Harm and Reporting of Imminent Risk of Harm
Brown maintains a commitment to protecting the health and safety of the Brown Community through a multi-tiered approach to identifying and mitigating risks. The University encourages all members to report behavior by a Subject of Concern that may reasonably pose a risk to the health, safety, or well-being of others or to the safety of themselves and others, using one or more of the existing University reporting mechanisms listed below, or by contacting the BART at BART@Brown.edu.
- Discrimination and Harassment Reporting Form;
- Gender Discrimination and Sexual Violence Incident Reporting Form;
- Student Support Services Care Report;
- Student Conduct Campus Incident Complaint Form;
- Anonymous Reporting Hotline; or
- Silent Witness Reporting.
Administrators for these processes will report concerning behavior to the BART at BART@brown.edu.
Any member of the Brown Community who has reason to believe that an individual poses an imminent risk of physical harm to any member of the Brown Community should contact the Department of Public Safety & Emergency Management (DPSEM) or local law enforcement immediately by calling 911 or 401-863-4111 (dial x3-4111 from any campus location).
3.4 Addressing Reports
When a Subject of Concern’s reported behavior suggests they may reasonably pose a risk of physical harm to the safety of others or to the safety of themselves and others, the BART should be convened in parallel with other appropriate behavioral and wellness processes and interventions and the BART should communicate, coordinate and collaborate with these other relevant process owners, as appropriate.
The BART is responsible for conducting any behavioral threat assessments, formulating an appropriate threat management plan, and referring the threat management plan to the appropriate individual(s) and office(s) within or outside Brown for implementation. For those cases in which implementation of a threat management plan occurs within Brown, the BART is also responsible for monitoring implementation on an ongoing basis. The BART shall determine whether other individuals or experts within or outside Brown are required to perform the behavioral threat assessment and/or to formulate or implement a threat management plan.
The implementation of any threat management plan does not in any way impact the presumption that a Subject of Concern is not responsible for any alleged violation of Brown policy unless so found through the appropriate proceeding.
3.5 Emergency Interventions
Notwithstanding anything in this policy, for matters in which an individual student, staff or visitor (cases involving faculty are escalated to the Provost, and/or President) poses sufficient danger to the safety of the Brown Community to require an emergency intervention, the appropriate BART member will take appropriate action in accordance with existing Brown policies or procedures to provide for the safety of the Brown Community on an emergency basis, and inform the BART of their actions. No such intervention affects the presumption that an individual is not responsible for any alleged violation of Brown policy unless so found through the appropriate proceeding.
3.6 Privacy
The BART will maintain the privacy of information that it reviews and will only disclose information outside of the BART on a need-to-know basis or where otherwise permitted or required by law or University policy.
3.7 Conflict of Interest
In accordance with the University Code of Conduct and the Conflict of Interest and Commitment Policy, all BART members must disclose actual or perceived conflicts of interest as they relate to BART actions.
3.8 Non-Retaliation
In accordance with the Non-Retaliation Policy, retaliation based on making a report or participating in a behavioral assessment is prohibited.
4.0 Definitions
For the purpose of this policy, the terms below have the following definitions:
- Brown Community:
-
Members of the Corporation of Brown University; Faculty, instructors and postdoctoral scholars; Staff; undergraduate, graduate, and medical Students; visiting scholars; volunteers; and sponsored-ID holders; registered participants of a Brown sponsored program or event; and persons physically on the Brown campus for a legitimate purpose (e.g. vendors. Service providers, contractors).
- Faculty:

All faculty employed by or affiliated with Brown University (including postdoctoral research associates, fellows, visitors, and adjuncts); and those physicians and health scientists who are not employed by Brown University but have Brown University faculty, affiliate, postdoctoral, or house staff appointments for the purpose of teaching and/or research in the Division of Biology and Medicine.
- Staff:

Staff members employed by Brown University, including all exempt and non-exempt, bargaining unit, and senior administrative positions.
- Student:

The definition of “Student” in this policy is the same as the definition of “Student” in the Code of Student Conduct.
- Subject of Concern:
-
Any person or persons who have been identified as a potential or perceived threat to the safety of others or to the safety of themselves and others, including persons or entities outside of Brown University.
- Threat Management Plan:
-
Designed to mitigate the risk of harm that a Subject of Concern may pose to one or more members of the Brown Community and/or unaffiliated individuals.
5.0 Responsibilities
All individuals to whom this policy applies are responsible for becoming familiar with and following this policy. University supervisors and employees with student oversight duties are responsible for promoting the understanding of this policy and for taking appropriate steps to help ensure and enforce compliance with it.
Chief Risk Officer and Team Decision Authorities: Will offer periodic training and professional development to ensure members of the BART maintain an understanding of the fundamentals of behavior and threat screening and assessment.
6.0 Consequences for Violating this Policy
Failure to comply with this and related policies is subject to disciplinary action, up to and including suspension without pay, or termination of employment or association with the University, in accordance with applicable (e.g., Staff, Faculty, Student) disciplinary procedures.
